JOB DESCRIPTION
Requirements:
- Minimum 3 years Safety, Health, and Environmental Experience.
- Minimum 3 years Chemical Manufacturing Environment or similar manufacturing industry.

Qualifications:
- Matric with Science and Mathematics.
- National Diploma in Health & Safety Management or equivalent SHE training.
- Registered as a Professional Construction Health & Safety Officer under SACPCMP
- ISO 9001, ISO 14001 and OHSAS 18001 accreditation training
- Legal Liability (Advantage)
- Environmental Law (Advantage)

Technical Competencies
- Comprehensive understanding of the Occupational Health and Safety Act and Regulations.
- Comprehensive understanding of the Construction Regulations.
- Comprehensive understanding of the Mechanical and Electrical Regulations
- Knowledge of Regulation of Hazardous Chemical Agents (HCA)
- Knowledge of Risk Management and conducting Risk Assessments
- Knowledge of Process Safety Management (PSM) and Responsible Care®
- Experience in writing reports and policies for health and safety.
- Familiarity with conducting data analysis and reporting statistics.
- Experience in conducting Root Cause Investigations (RCI)
- Excellent analytical skills
- Planning and organizational skills
- Excellent report writing skills.
- Excellent communication skills with the ability to present and explain health and safety topics.
- Computer literacy in MS Office (Word, Excel, Outlook, and PowerPoint)

Responsibilities:
1. Compliance to all relevant safety, health, and environmental regulatory requirements
- Ensure statutory inspections in area of responsibility are conducted.
- Conduct inspections to ensure adherence to legal and regulatory standards and risk control measures.
- Coordinates site assessments required by the OSHAct.
- Ensure that all contractor regulation requirements are adhered to.
- Liaise with the Department of Labour whenever necessary.
- Ensure adherence to Fall Protection requirements on site.
- Maintain a safe workplace and ensure that all environmental, health, and safety regulations are adhered to. Participate in planning meetings to identify any environmental, health, and safety hazards that may exist in the business's daily work plans.
- Coordinate emergency response procedures and in an emergency, assume command and direct actions in accordance with approved emergency response procedures.
- Review of company standard operating procedures and ensure inclusion of Environment, Health and Safety risk controls.
- Conduct risk assessments and Communicate risk assessments outcomes to employees to enforce preventative measures.
- Review the incident action plan, track recurring incidents and conduct an investigation looking at the effectiveness of identified and implemented CAPA actions.
- Monitor the permit to work (PTW) activities and ensure compliance with all applicable laws, regulations, and standards.
- Ensure applicable legal appointments are in place.
2. Adherence to Health and Safety Management Standard (ISO 45001)
- Assist in developing the required documentation, and operational checks to be compliant with ISO 45001.
- Manage and maintain updated Issue Base and Baseline Risk Management documents and data, and ensure reviews are conducted every 3 years as per procedure.
- Conduct safety audits and work area inspections, escalate non- Conformances.
- Conduct weekly safety talks (Toolbox).
3. Adherence to Environmental Management Standard (ISO 14001)
- Monitor and maintain updated Production?s Environmental Aspect and Impact documents and data.
- Assist in developing the required documentation, and operational checks to be compliant with ISO 14001.
- Ensure compliance to relevant legislation such as air quality act, waste management act, energy act, water act.
4. Adherence to Risk- Ased Process Safety Management (RBPSM)
- Monitor and assess hazardous and unsafe situations. Makes recommendations on how to avoid or mitigate these risks.
- Ensure that all safety regulations are being followed and that all safety equipment is in good working order.
- Participate in PSSR and ensure Environment, Health and Safety risk controls are in place.
- Verify that planned job observations are conducted and follow up if concerns are addressed.
- Facilitate risk assessment for non- Routine maintenance work.
- Conduct spot checks on MOC document initiated within area of responsibility.
- Conduct spot checks on the review of P&IDs.
- Conduct spot checks on adherence to safe operating limits within area of responsibility to ensure that equipment is operated with process conditions (e. G. , temperature, pressure, level, flowrate)
5. Site Safety, Health, Environment and Process Safety Management
- Participating in project planning meetings, developing, and enforcing safety guidelines in collaboration with project owners.
- Work closely with the project managers and maintenance teams to ensure that safety is considered in all aspects of the projects.
- Addressing issues related to the disposal of hazardous waste or materials by contractors.
- Examine plans provided by contractors and subcontractors to ensure compliance with OSHA regulations.
- Ensure that all necessary permits and documentation are submitted and that the high- Risk tasks are carried out safely.
- Review safe operating procedures for tools and equipment, and make sure that the tools and equipment are in good working condition and don't pose any risks to the user or others.
- Coordinate all site safety and health activities, including site inspections, incident investigations, and risk assessments.
- Review task risk assessments, potential hazards from tools and equipment, and the work environment.
- Participate in all internal and external audits, facilitate in the development of corrective and preventative actions, and ensure submission as per target dates.
- Provide detailed self- Audit reports with findings. Identify non- Conformities and provide corrective action measures to prevent re- Occurrence.
- Ensure that the lockout and permit to work system complies with all safety standards set by NCP Chlorchem and that any safety violations are corrected.
- Facilitate the sharing of good practices, Safety, Health, Environment and Process Safety (SHEP) awareness and learning from incidents.
- Work with management teams in developing and implementation of health and safety policies and procedures.
- Provide emergency response training to front- Line staff, new employees, and contractors.
- Prepare a monthly Safety, Health, Environment and Process Safety report, with statistics and presentations relating to SHEP performance.
- Performs other related duties as assigned.
