The Education Labour Relations Council (ELRC) is a statutory council, established in terms of Section 37 of the Labour Relations Act, No 66 of 1995 as amended. It operates in the Public Education Sector, providing services to the Department of Basic Education, Trade Unions and educators in the interest of the South African Public. 

The ELRC's primary objective is to: 
Promote and maintain labour peace in education Prevent and resolve labour disputes in education Promote collective bargaining in relation to matters of mutual interest. 

The ELRC wishes to fill the following vacancy:

Centurion 

All-inclusive remuneration package of R447 284.80 per annum (level 10.1) (Ref. ElRC 01/08) 

Requirements: 
A 3-year degree/diploma in Human Resource Management5 years' working experience in general human resource processes Knowledge of all applicable HR legislation Knowledge of performance management and skills development Computer literacy in Pastel Payroll and MS Office Good verbal and written communication skills The ability to work under pressure and meet deadlines Trustworthiness and the ability to maintain confidentiality regarding the ELRC's work. 

Key performance areas: 
Reporting directly to the General Secretary, the successful candidate will be responsible for, inter alia: 
Strategic and Financial Management:. 
Contributing to the ELRC strategiC plan towards achieving the vision, mission and values of the organisation Developing and implementing Human Resource Strategic, Operational, Work, Skills and Employment Equity Plans Compiling and managing the Human Resource budget and Risk Plan Developing internal controls and systems in respect of Human Resource operations. 

Operational Human Resources Services:. 
Offering training and development. Conducting a strategic and individual training needs analysis and compiling a training and development plan with set timeframes for training and reporting. 

Personnel Administration: 
Compiling the oversight report on HR for the Annual ReportAdministrating HR compliance with regulations, policies and laws Administrating the payroll of all employees Administrating the Performance Management System, Leave System and processes for overtime Administrating staff discipline and attending to staff queries Ensuring proper record keeping of all personnel records Reporting on HR issues on a monthly, quarterly and annual basis Presenting all HR policy and process matters to the HR Committee for consideration and the General Secretary for approval. 

Recruitment, Selection, Placement and Induction: 
Compiling and placing advertisements for the filing of vacant posts Screening applications and submitting to the Short-listing Committee Conducting reference checking and testing of short-listed candidates Compiling interview lists and attending interviews with the Interviewing Panel Finalising employment and performance contracts Developing and administrating an induction and orientation programme for all new employees.

The successful candidate will be required to enter into a contract and performance agreement with the General Secretary on an annual basis, renewable after a satisfactory performance evaluation.
